Between 1986 and 1999 foodborne illnesses increased from 2 million to 76 million cases annually. During that time frame, EPA claims spreading disease contaminated sludge biological solids (biosolids) on farms, parks, school grounds, as well as home gardens and lawns as a fertilizer could not have been a factor in the increase of health damages and death. They hide behind the savings clause -- there was no "intent of causing actual or perceived harm." However, there was a Perception Management Program in place cover up the harm.
"Agroterrorism is the deliberate introduction of detrimental agents, biological and otherwise, into the agricultural and food processing system with the intent of causing actual or perceived harm." Under the Agricultural Bioterrorism Protection Act of 2002;. "
Biological agentmeans any microorganism (including, but not limited to,
bacteria,
viruses,
fungi,
rickettsiae, or
protozoa), or
infectious substance, or any naturally occurring, bioengineered, or synthesized component of any such microorganism or infectious substance, capable of causing death, disease, or other biological malfunction in a human, an animal, a plant, or another living organism; deterioration of food, water, equipment, supplies, or material of any kind; or deleterious alteration of the environment."
